Obi Obieze, a wanted native doctor from Enugu State, was arrested by Nigeria Immigration Service (NIS) officers at the Gbaji checkpoint along the Badagry-Seme expressway on Wednesday.
Obieze, also known as Obu Onyeka, allegedly fled Enugu after being linked to the kidnapping of a 13-year-old girl.
Witnesses say he took a night bus to Lagos, then traveled by car to Badagry and hired a motorcycle to reach the Seme border.
NIS officers recognised him at the checkpoint and apprehended him after a brief escape attempt.
The NIS Comptroller General, Kemi Nandap, confirmed the arrest in a statement.
She noted that Obieze was in possession of a NIMC enrollment slip confirming his identity.
He allegedly confessed during preliminary questioning.
NIS is coordinating with the Nigeria Police Force for his transfer and further investigation.
