President Bola Ahmed Tinubu has forwarded the 2025 Rivers State Appropriation Bill to the Senate for urgent consideration and approval.
In the letter read by Senate President Senate President, Godswill Akpabio during Wednesday’s plenary, President Tinubu said the emergency rule declared since March 2025 in the state compelled him to perform the function since the state assembly is also on suspension.
“Regulation 4, subsection 2(f) of the Emergency Rule 2025 mandates that expenditure from the Consolidated Revenue Fund of Rivers State must be authorized by the National Assembly in the absence of the State Assembly,” the President stated.
“I urge the Senate to give it expedited and favourable consideration. This appropriation is critical to sustaining governance and essential services in the state under the current circumstances”.
Breakdown shows that ₦1.481 trillion budget proposal prioritizes infrastructure, healthcare, education, and agriculture.
₦324 billion will be spent on infrastructure (ongoing and new projects), while healthcare will gulp ₦166 billion, including ₦5 billion for free malaria and common ailment treatments.
The budget also earmarks ₦75.6 billion for education and ₦31.4 billion for agriculture.
The budget is also projected to create about 6,000 jobs, particularly in the agriculture sector.
The bill has been referred to the Senate Ad-Hoc Committee on Emergency Rule in Rivers State.
The committee is directed by Senate President to review and report back promptly to the Senate.
